TECHNICAL ASSISTANCE TO PREPARE FLOOD RISK MANAGEMENT PLAN FOR MERİÇ-ERGENE RIVER BASIN

A 5-day Study Visit was carried out to Italy within the context of the “Technical Assistance to Prepare Flood Risk Management Plan for Meriç-Ergene River Basin Project”, financed by the European Union and the Republic of Türkiye within the scope of Environment and Climate Action Sector Operational Programme (IPA-II), in order to observe the best practices in the European Union on flood and water management issues and to exchange information. Representatives of the General Directorate of Water Management, representatives from other stakeholder public institutions and representatives of contractor participated in the program. During this visit, Italian institutions working on Water Management were visited and mutual exchange of ideas was made with the representatives of the institutions.
The trip began with a technical sitevisit by boat in Venice. Technical experts Mr. Alessandro Salis and Ms. Bianca Maria Scalet accompanied the delegation to share their expertise and experience in the region. During the field visit, the river network in Venice, the water-relatedstructures,
the impact of floodson the city infrastructure, the changes over the years and the measures taken against floods were observed.
Following the field visit, a meeting was held at the Venice City Hall with the participation of Mr. Massimiliano De Martin, Deputy Mayor for Urban Planning. During this meeting, various presentations were made on the climate policies of Venice. Furthermore strategies to cope with climate crises and adaptation efforts, tidal and flood forecasting and analysis, infrastructure and flood forecasting and early warning system were discussed.
On the second day of the visit, the MOSE (Module Sperimentale Elettromeccanico - Experimental Electromechanical Module) project, which was implemented with the investment of the Italian Ministry of Infrastructure and Transportation in order to develop measures to protect the city of Venice and the Venice lagoon from the adverse effects of tidal flooding, was visited. The visit started with a presentation by Architect Chiara Montan, Communications and External Relations Specialist in charge of visits and events for the MOSE project. During the visit to the main control center of the project, the presentations on how the natural phenomena such as floods, sea storms, pollution and erosion affect the Venetian lagoon. The working principles of the barriers built at the inlets of Lido, Malamocco and Chioggia to protect the lagoon from tides up to 3 meters high, the basic elements that make up these barriers, and their maintenance were discussed. The meeting ended after the closing speeches of Mr. Giovanni Zarotti, Technical Director of Mose Project and Mr. Maruf Aras, Deputy Director General of Water Management.
The third day of the program started with a site visit to the Renai construction site underthe Municipality of Signa in the Toscana Region of Italy in order to improve the water-related structures and examine the stream bed. Mr. Giampiero Fossi, Mayor of Signa, shared the works carried out in the region with the delegation. It was stated that one of the major problems causing flooding in the region is when the water level of the Bisenzio River rises, the flood water cannot be discharged into the Arno River. It was also indicated that natural lakes are used as detention ponds for the discharge of flood water and it is aimed to minimize the negative effects of flooding by discharging water into these two lakes during floods. Flood detention ponds are connected to each other through pipes and it is aimed to ensure the balance between these ponds. Related works are being carried out by a consortium including the municipality.
Following the site visit, the administrative center of the Land Reclamation Consortium was visited. In the presentations made by the institution, the task of these institutions to work on structural and non-structural measures regarding floods and monitoring
were also addressed.
Later on the third day, the Regional Basin Authority of the Northern Apennines was visited. Following the National Reform of Regional Basin Authorities, which was implemented in Italy, Regional River Basin Authorities have been established in Italy, working in compliance with European Union Directives and national laws. The Northern Apennines Regional Basin Authority, in cooperation with the Tuscany Regional administrations, carries out activities to keep knowledge up to date and is involved in the preservation and improvement of water and soil. In this meeting with the participation of the Secretary General Mr. Massimo Lucchesi, the general characteristics of the region, the working principles and the Flood Risk Management Plan and the River Basin Management Plan of the Authority were discussed.
On the fourth day of the study visit, the Central Apennines Basin Regional Authority was visited. During this meeting, with the participation of the Secretary General Prof. Marco Cazini, the activities related to water management in the region, regarding droughts and the preservation of water sources were addressed. The plans prepared and activities carried out for protection against hydrogeological risks were mentioned. The benefits of the system were explained by introducing the Geographic Information System (GIS)-based websites where all the data are collected and accessible to the public.
On the fifth day of the visit, a meeting was held with the participation of Mr. Silvano Pecora, Director for Sustainable Use of Soil and Water Resources of the Italian Ministry of Environment and Energy Security. A presentation onthe activities of the Regional Basin Authorities regarding the management and coordination of the basins were conveyed. Experts from the Italian Higher Institute for Environmental Protection and Research (ISPRA) also attended the meeting and shared information on the Italian implementation of the Water Directive and the Flood Directive.
In the continuation of the fifth day, a meeting was held at the Italian Civil Protection Department with the participation of Mr. Luigi D'Angelo, Director General of the Emergency Management Unit. During the meeting, the role of the Civil Protection Department in the implementation of Flood Management Plans in Italy was presented. At the same time, Italy's launching process of implementing the EU Flood Directive were mentioned and the working principles of the Flood Catalogue app prepared by the Civil Protection Department were explained. Following the presentations, Flood Early Warning Systems and integrated studies on flood and drought were addressed. Following the presentations, the operation rooms established for emergency response within the Civil Protection Department were visited.
