“Technical Assistance To Prepare Flood Risk Management Plan for Meriç-Ergene River Basin” (TR2018 ESOP MI A1.17/SER/28) project is being developed in the context of the IPA decentralized national programmes, which underlines flood risk management as one of the priorities. This project is a next stage of mitigation of adverse consequences of the flooding via Floods Directive with regard to examine “Preliminary Flood Risk Assessment” and to create “Flood Hazard Maps and Flood Risk Maps” and “Flood Risk Management Plan” for Meriç-Ergene River Basin.
The present Technical Assistance (TA) project is in accordance with the EU Floods Directive, in order to reinforce Türkiye’s accession to EU and, thus, provide support to the water sector. The project should also bring forward guidance documents on transboundary flood risk management.
The results of the project can be summarized as:
• Preliminary Flood Risk Assessment,
• Flood Hazard Maps
• Flood Risk Maps,
• Flood Risk Management Plan for Meriç-Ergene River Basin,
• Revision of existing Flood Warning System as Flood Forecasting & Early Warning System and extension of coverage to the basin scale.
In Environment and Climate Action (2014-2020), flood risk management plans are being foreseen as one of the main intervention areas as technical assistance projects and mentioned that Türkiye has to start to implement and transpose the Floods Directive and works for preparation of flood hazard maps, flood risk maps and flood risk management plans for other basins should be accelerated.
In addition, Strategic Environmental Assessment (SEA) for FRMPs for the Meriç-Ergene River Basin is legally compulsory according the By-law on Strategic Environmental Assessment published in 2017 within national legislation in accordance with the 2001/42/EC. Thus, SEA report for FRMPs for the Meriç-Ergene River Basin will be prepared.
In its work the Contractor will rely on existing structures (institutions, universities) and coordination mechanisms in place at national and basin level, such as basin management coordination boards under the MoAF and basin management committees in the basins. Besides, all stakeholders will actively participate to the upcoming events and contribute to every stage of project. This project will contribute to the enhancement of institutional sustainability and enhancement of technical capacity at both national and basin levels through integration of technical assistance and capacity building (via workshops, trainings and active involvement of stakeholders). At the same time, a flood early warning system will be revised /established for the Meriç-Ergene basin, a WEB application will be prepared to display these systems, and the systems will be operated until the end of the project.
The Contracting Authority of this project is Ministry of Environment, Urbanization and Climate Change- General Directorate of European Union and Foreign Relations– Department of EU Financial Assistance. the Ministry of Agriculture and Forestry (MoAF) and in particular, Directorate General of Water Management (DGWM) are the primary stakeholders of the present action.
The consortium consisting of DAI, SU-YAPI Mühendislik, SUPEK Proje ve Danışmanlık, SUMODEL Mühendislik ve Müşavirlik, AND ÇINAR Mühendislik ve Müşavirlik carry out the project. The project has a 36-month duration.
